Plains, upper Midwest in line for big share of commodity program expansion

Farmers and landowners in Texas, the Dakotas and other Plains states stand to benefit the most from one of the biggest expansions of commodity program support in decades, according to economists who have analyzed a key farm provision in the newly enacted domestic policy law.
