A government agency has decided that the Ports of Los Angeles and Long Beach, two of the largest gateways for U.S. container exports, need new limits on air pollution, and fears are mounting that a proposed rule now being drafted will end up restricting trade.
Lawmakers pressed energy regulators for details on shoring up the grid without fossil fuels or nuclear power. But trade groups decried soaring rates and faulty reliability in rural regions and pleaded for financing it other ways than through ratepayers.
Senate Republican Leader Shannon Grove said the budget sets aside about $6.5 million “to pay for lawsuits so that the state of California can sue the Trump administration.”

Republican Vince Fong of Bakersfield argued the administration was still taking regulatory actions that were “making it more difficult to stay in business."
