A new analysis finds Americans are increasingly choosing dairy products as snacks, boosting dairy retail sales by 15.4% over the past three years, even as fluid milk consumption declines.

The Food and Drug Administration is proposing some major rule changes for foods that can be marketed as “healthy," potentially allowing new products to qualify while eliminating others. But few foods are labeled as "healthy" are current rules, and experts say it's not clear how much consumers will care about the proposed new labeling system either.

The Food and Drug Administration has stayed certain parts of a rule issued last year amending the standard of identity for yogurt, in response to objections filed by the International Dairy Foods Association and yogurt maker Chobani.

As businesses closed their doors and stay-at-home orders were put in place, consumers purchased more dairy products, the National Milk Producers Federation says.
