The Trump administration is trying to avoid releasing agency reorganization plans, arguing the disclosure is unnecessary and that the documents are privileged. Meanwhile, some agencies have dropped their plans for more layoffs, a court has been told.
In a court filing, Trump administration lawyers urged the court to deny “mass disclosure” of agency reduction-in-force plans requested by unions.
In an accompanying declaration, Office of Personnel Management senior adviser Noah Peters said “several agencies are now not planning to proceed with several of the RIFs that had been planned at other times.”

“Instead of proceeding with RIFs reflected in competitive area waiver requests, several agencies are now planning to reassess their workforce needs following intervening events — deferred resignations, natural attrition, and other voluntary separations,” he wrote.
Trump administration lawyers intend to move to dismiss the case in one week and are asking the court to rule on that motion before considering whether the reorganization plans should be disclosed, according to a filing.
