EPA, Corps float new 'waters of the U.S.' proposal

EPA and the Army Corps of Engineers are taking another stab at establishing a “durable, common-sense definition of ‘water of the United States’” under the Clean Water Act, the agencies said Monday in announcing a proposed rule.
