The California Department of Resources Recycling and Recovery has drafted new regulations to implement the state’s landmark SB 54 law to create a circular economy.

In March Gov. Gavin Newsom sent CalRecycle back to the drawing board to revise its proposed rules to limit single-use plastics in packaging. Produce, dairy and manufacturing groups had raised alarms over potential conflicts with food safety standards and other unintended consequences from the proposal. Newsom agreed the rules could impose unacceptable burdens on businesses and pass costs on to consumers.

The willingness to reconsider the potential cost impacts drew appreciation from the California Chamber of Commerce, though it is still reviewing the new updates.
