Mexico has reached an agreement with the U.S. on a delivery plan to address a shortfall in water deliveries to Mexico, leaders of both countries announced Tuesday. 

The Mexican government has agreed to immediately transfer Rio Grande water from international reservoirs to the U.S. following a dispute over lagging water deliveries to Texas, the State Department announced Monday.

The Agriculture Department on Wednesday announced a $280 million program to pay Texas producers seeing a shortfall in Rio Grande water deliveries from Mexico. 

Key lawmakers are working on a two-pronged approach to help row crop producers who’ve been hit by the downturn in commodity markets. A lot of work remains to be done, but the goal is to attach some kind of ag relief to a one-year farm bill extension in December.   

USDA is relying heavily on outside groups and federal retirees to help farmers use the billions of dollars in new conservation funding for climate-smart practices. Based on data provided to Agri-Pulse under the Freedom of Information Act, the Natural Resources Conservation Service now employs about 5,000 people a year who work for partner organizations.
