Senate GOP leaders face a self-imposed deadline to pass their budget reconciliation bill before the July 4 deadline amid ongoing opposition from some deficit hawks and a fresh hole in the budget savings claimed by the Agriculture Committee. The Supreme Court is expected to consider its decision in a key pesticide case.

The Senate parliamentarian has ruled that Republicans can’t use the budget reconciliation process to impose a state cost-share for the Supplemental Nutrition Assistance Program, negating a major source of spending cuts for the legislation. Also ruled out was a provision to suspend permanent price support authority, the device lawmakers use to ensure future Congresses don't allow commodity programs to lapse. 

The Environmental Protection Agency is expected to release the next proposed set of renewable volume obligations for fuels this morning, with briefings scheduled for Hill offices and industry leaders ahead of the official release.

The Senate Agriculture Committee developed a reconciliation plan similar to the House version passed last month, but with a scaled-back state cost-share for the Supplemental Nutrition Assistance Program and less restrictive work requirements for parents of school-age kids. 

Agriculture Secretary Brooke Rollins defended her record at a wide-ranging hearing that touched on trade, personnel reductions at USDA, and cuts to nutrition programs. She argued USDA had become bloated during the Biden administration but is now "adequately staffed."

Health Secretary Robert F. Kennedy Jr. said he hopes to expand state Supplemental Nutrition Assistance Program waivers to limit purchases of ultra-processed foods. 

Republicans on the Senate Ag Committee are looking to scale back the cuts to the Supplemental Nutrition Assistance Program contained in the House-based budget reconciliation bill. 

The flagship U.S. program for international food assistance, Food for Peace, would be transferred to the Department of Agriculture and lose more than half its budget under the draft fiscal 2026 spending bill released by the House Agriculture Appropriations Subcommittee.

Counties that include about one-third of all SNAP recipients in the country are warning that proposed cuts to the feeding program would hinder their ability to reduce food insecurity.

The White House is downplaying a report that found problems with dozens of citations in the Make America Healthy Again Commission report.
