The Trump administration is threatening to conduct reductions in force at federal agencies if Congress cannot reach a funding agreement by Sept. 30 and government funding lapses.

Congress has returned to session after the August recess. House Ag Committee Chair Glenn "GT" Thompson has continued to vocalize his goals to take committee action on a “farm bill 2.0” in September to address elements not included in President Donald Trump’s One Big Beautiful Bill. During an interview for Agri-Pulse Newsmakers, the chairman discussed what’s on his radar this fall: farm aid payments, tariffs, ag labor reform legislation, the USDA reorganization plan, and his vision for "farm bill 2.0." 

Senate Majority Leader John Thune says Congress will “keep the options open” for a new round of payments to compensate farmers for the slump commodity markets.  

Conservation programs will get a boost under the reconciliation bill recently signed into law, but the rescission of around $14 billion in near-term IRA funding means signups for the next few fiscal years will be smaller than expected.

The Senate parliamentarian has ruled that Republicans can’t use the budget reconciliation process to impose a state cost-share for the Supplemental Nutrition Assistance Program, negating a major source of spending cuts for the legislation. Also ruled out was a provision to suspend permanent price support authority, the device lawmakers use to ensure future Congresses don't allow commodity programs to lapse. 

The Senate Finance Committee has set the stage for negotiations with the House over the tax provisions in the Big Beautiful Bill that Republicans are trying to get to the White House this summer.

The Senate Agriculture Committee developed a reconciliation plan similar to the House version passed last month, but with a scaled-back state cost-share for the Supplemental Nutrition Assistance Program and less restrictive work requirements for parents of school-age kids. 

The week ahead could be pivotal for ag policy. In Washington, Senate Republicans are trying to agree on the finishing touches of their version of the One Big Beautiful Bill Act, the budget reconciliation measure needed to enact the GOP legislative agenda. 

Counties that include about one-third of all SNAP recipients in the country are warning that proposed cuts to the feeding program would hinder their ability to reduce food insecurity.
